Phyllis H. Marcus is a Partner at the law firm Hunton Andrews Kurth LLP, where she focuses on privacy and advertising counseling for retail, consumer products, media and technology clients. Phyllis has unique expertise with the Children’s Online Privacy Protection Act, state children’s and teen privacy laws, and the FTC’s advertising principles. Prior to joining Hunton, Phyllis served for 17 years in the FTC’s Bureau of Consumer Protection, including as the inaugural Chief of Staff for Advertising Practices. Phyllis spearheaded the 2010-2012 review leading to the seminal overhaul of the FTC’s COPPA Rule.

Phyllis graduated cum laude from the University of Michigan’s Law School in 1993, and magna cum laude from the University of Pennsylvania in 1990, and clerked on the Maryland Supreme Court.
