Stephen Gordon is the Associate General Counsel for Safety at the Association of American Railroads (AAR), the world’s leading railroad policy, research and standard setting organization for the freight and passenger railroads of the United States, Canada and Mexico.
In that role, Stephen provides legal counsel on all matters related to railroad safety, hazardous materials safety, and spectrum management. His responsibilities include providing legal guidance in the setting of industry standards and serving as an industry liaison with the Department of Transportation, the Federal Communications Commission, and other regulatory bodies.
Prior to joining AAR, Stephen worked at the Pipeline and Hazardous Materials Safety Administration (PHMSA) and the Federal Railroad Administration (FRA) within the Department of Transportation, serving in both legal and senior executive roles. At PHMSA, Stephen was the Associate Administrator for the Office of Planning and Analytics and the Assistant Chief Counsel for Regulatory Affairs. In those positions, Stephen implemented multiple measures to improve PHMSA's rulemaking capabilities and advised on the development PHMSA’s regulatory priorities. At FRA, Stephen served as a Senior Attorney in the Office of Chief Counsel, where he was responsible for drafting new regulations as well as enforcement and litigation matters.
Stephen graduated law school from Georgetown University Law Center and received his undergraduate degree from the University of Florida.
