Andrew Barnhill currently serves as Head of Policy and Chief Government Affairs Officer for IQVIA. At IQVIA, he leads the company’s engagements with governments, think tanks, and advocacy organizations. In 2023, he was recognized by the National Institute for Lobbying and Ethics as a “Top Lobbyist” for his work on clinical trial legislation and was named to The Hill’s Top Lobbyists in 2022 and 2023 for the corporate category.
He previously served as Director of Federal Policy for GlaxoSmithKline. At GSK, Barnhill was responsible for policy development and internal and external thought leadership on federal issues. He also led GSK's engagement strategy with federal agencies, specifically the Department of Health & Human Services and the company's response to the White House Blueprint on Drug Pricing. Before its acquisition by Collegium, Andrew built the public affairs function at BioDelivery Sciences International, where he was Head of Policy responsible for all government affairs and sat on the leadership team, reporting to the Chief Medical Officer.
Barnhill is Adjunct Associate Professor at New York University’s Wagner School of Public Service. At Wagner, Barnhill’s teaching and research interests are concentrated in the politics of healthcare, health policy, and legislative process. Barnhill lives in Washington, DC and commutes regularly to Manhattan.
