
Rob McGruer

Rob McGruer serves as a Senior Director of Policy in ITI’s Trust, Data, and Technology team, focusing on global privacy and data policy.
Rob has private sector, government and regulatory experience across telecoms, media and technology policy. He has previously worked at the UK communications regulator Ofcom, where he managed the agency’s international engagement and worked as an advisor in the Chairman and Chief Executive’s office.
He was also an International Fellow at the Federal Trade Commission working on privacy and data security enforcement, and with FTC policy teams on antitrust and data regulation. Prior to this, he worked in Brussels leading the EU technology and trade practice of a global public affairs consultancy.
Rob holds a Masters in European Union law from King's College London, and an undergraduate degree in French and German from the University of Leeds. He is a certified member of the International Association of Privacy Professionals (CIPP/US).
