Russ Hanser is NTIA’s Associate Administrator for Policy Analysis and Development, leading an office focused on artificial intelligence and other emerging technologies, privacy, cybersecurity, content moderation and online speech, digital inclusion, intellectual property, and other issues. Russ previously served as Senior Policy Advisor to Commerce Secretary Gina Raimondo and led the policy team charged with designing and implementing the Infrastructure Investment and Jobs Act’s new broadband grant programs. Before joining NTIA, he was a partner at Wilkinson Barker Knauer, LLP for over fifteen years and filled various positions at the Federal Communications Commission. Russ is a graduate of Amherst College, Harvard Law School, and Johns Hopkins University’s School of Advanced International Studies.
